I had an epiphany when looking at this miniature. First is that a Tau symbol on his shoulder? Second it doesn't matter because I'm running with this idea about Tau.
It has always been fluff that Tau keep Human allies that fight under their banner as part of the greater good. I have seen a few miniatures that fall under this premise but never a large unit or any kind of proxy to uses on a large scale.
Looking at your Space Marine Scout model I can finally see a viable proxy for Tau Human allies. It just feels like the Tau Empire would go out of their way to heavily equip Human allies and carapace armor is the juice. These models look like they would also be easy to equip with Tau weaponry.
