I think its hard to ban the right cards. There are so many.
Its propably the first necromunda (2017) turnament( in denmark), so i dont want to scare people off with a giant rulespack. It should be easy to show up and attend.
The idear of one of each loadouts is hard to ballance when enforcers...

1. Important intell (running of the juve)
2b. Show of force
4a. Downtown shootout
4b. Gang raid/hideout raid
5b. Leader on the run.
Sure, take that mechanics can be brutal. I like that it pushes you to not field the 400 point walk n gun leader. Take the initiative, not today and unstoppable behemoth is very popular in my gamegroup.
Well if i ban 20 cards then a new set of 10 cards er supirior. Like delaque infiltrating 3 guys while enforcers infiltrate 1.
And unstable footing is a semi horrible card against escher. Its not auto kill something.

Ill make a mission map. Of a and b. So if outlaw wins most of the 1 games we all play mission 2b were outlaws attack. To have it slightly story driven. Mission 3b might be collapse (outlaws try to bring down the sector)while 3a is the one were you raid a base, lawfulls raid outlaw gang hideouts.
By faction i mean lawfull vs outlaw.
Players has to decide their faction at signup.
I whould ballance the mapsize by number of models for deployment.

I meant that ive plaied somewhat 30 games of necromunda in total.
Spawns arnt that crazy. They are just hard to deal with on topof the rest.
They are very random. They mostly tie up stuff. And sometimes youjust roll that skull on the firstset of dice and kill it.
If you search yaktribe theres several treads debating them. (Maybe before ruled to be able to have multiple).
Some reply that they arnt that bad as chaos/gen cult is a horrible gang ??
Acces to weak skills is key? As everybody can buy crazy stats and weapons.
