I'd say they have to be in base contact with the fighter giving them the item useing a basic action. As far as reloading if the item is ammo, I'd say for that reload it be a basic action counting as plentiful for that reload action only.

Dumb question. If I were to take a pair of identical weapons ( let's say power swords for example) does it count as being "paired", Or only a second C.C.W for the purpose of "dual wielded"?

Can you have more than one model with the leader trait in your gang list? . If I'm reading this correctly you can take two VS primes in your list provided the gang fighter balance is maintained for example. Im contemplating a Butch and Sundance kind of gang build.

He's also armed with a plasma /las pistol combi weapon . Im hoping he will be a decent counter charging deterant effectively being strength 8 damage d3 with the harness/power fist . The toughness 4 helps out a bit as well.

I'm currently working on a leader with a full servo harness a power fist and a hystar shield for Cc. I'm not sure how it's really going to work out but it will be interesting.
