There's way too many combinations and you'd have to have all arcs for each weapon. Remember you can do multiple arcs as well so that's like 15 different arcs?

Allegiances aren't really an option as they're pre-defined fighter types that aren't editable.
I'm unable to reproduce this problem still. I create a Settlement in the Customize section, then edit a gang in an Outlander campaign, select the custom Settlement and add it.
Vehicle support is progressing well. Since it involves creating entirely new data structures similar to a regular ganger, it's taking some time but it's coming along.
