Book of Ruin is your friend here, pages 8-11. No, you do not get access to a witch or familiars however you will get access to a spawn, But... you can combine both chaos cult and genestealer cult (addons, not gangs) onto your gang which will allow you to have a pyschic leader and familiars.

I was reading the books for clarification as well on outlaw hangers on. From Book of Faith page 31 under subheading Outlaw Gangs dot point 3 "Outlaw gangs can hire only Hangers-on, Brutes, Hired Guns and Dramatis Personae that have the Outlaw special rule.".
