If you add a Specialist, he does not come with Flak Armor. If you hire a ganger and change his type to Specialist, he keeps his armor.

Built a Cawdor gang with the Underhive tools. Turned one of the gangers into a Specialist and he lost his Flak armor. Is that correct?

Making a Cawdor gang and the juves do not have access to Dum Dum ammo. Also, they do erroneously have access to 40cr Incendiary charges.
