As the title says: Do Plague Zombies count towards Scavvie's Gang Rating? I'd say no because they are only lured into the gang via bait and thus 'temporary' gang members. However I didn't find a clear rule in both the NCE rulebook and Outlanders that explicitly says Plague Zombies do not count...
