I've been pointed out by a player in my group that it is very hard to miss with a big blast even on scatter against a 32mm base or higher. If you center the 5" template exactly on top of enemy fighter, then you will hit them even when scattering for 3" inches. The radius of 5" template is 2.5", radius of 32mm base is 0.63", which means that when scattering up to 3" in any direction, you are still clipping the enemy.

I'm not sure that GW intended it, and tbh I've always assumed that scattering for more than 2" is an automatic miss, what do you think?

Big stuff is easier to hit than small stuff, and bigger explosions are better explosions. Seems entirely reasonable that combining those two makes hitting fairly easy 🤷
In first edition Necromunda you could scatter from 2" to 10" and you also needed to cover a model fully to guarantee a hit (otherwise you had to roll a 4+). I feel like GW never realised that d6" scatter is way too small for a big blast, also it is very base-dependant. a 25mm base is hit on 1..2" scatter, while 32mm or more is hit on 1..3".

Just seems overly wonky and not intended.

It's worth noting the oft-forgotten rule that in Oldmunda blasts couldn't scatter more than half the distance they were fired, and that the scatter of thrown grenades divided the number on the artillery dice by two - so the biggest scatter was 5" (that's more forgiving than Newmunda). But yes, had to fully cover etc and base sizes were generally all 25mm.
