N18 Blast Weapons new rules, how do they work?

I am sure this has been discussed but I can’t figure out what to search for and get meaningful results.
So with the new rules about -2 to fire at a point on ground… can you choose not to do that? And if so how does it work? Do you not get the blast part and hit only the single target? Or do you center the blast over the target base (not that it says anything of the sort anywhere)
 
I'm not a newmunda player, but I'm pretty sure that (i) you can still target a model and (ii) you still get a blast template. The point of the -2 is just to stop people from abusing the rules to avoid cover penalties, etc.

This! Target model without a -2 and centre the blast in them, otherwise -2 for a point in the ground and centre the blast there. In both cases a miss always scatters. Anything with "smoke" doesn't suffer the -2 to target the ground
