If I'm going to drop some of my hard-earned credits on some special ammo for a bolt weapon, I'm buying it for a boltgun, not a 12" bolt pistol.
The bolt pistol serves two purposes: 1) Extra melee attack with good S and D and 2) Back up gun. Neither of those jobs requires special ammo.
I could buy the "flexibility" argument if we were talking about Boltgun vs Plasma Gun, but the point is moot there because the Boltgun is literally half the price of the Plasma Gun.
TLDR; Dropping the Bolt Pistol to 30-35cr is entirely reasonable, 45cr is too much and I would never take it at that price.
