What do people here think of these house campaign rules? Please let me know your thoughts. What changes would you make to these rules for balance?

Instead of the strange post battle rule "FRESH RECRUITMENT : All gangs gain 250 credits to recruit new fighters and/or Hangers-on." (Where does this money come from?)
And to keep things a challenge, in order to make it feel like you are starting a new gang on a journey of growth, I put together the following upkeep costs rules for my future campaigns.
To my mind these simulate a struggling new gang, especially a chaos or outlaw based gang, just trying to make ends meet between battles and missions. Would you increase costs? What upkeep costs do you play with your friends? I like that at first a gang is just about covering its costs, before gaining any territories. These rules simulate that somewhat I feel. They are cobbled together from various rulesets, as detailed.


Campaign Upkeep & Scavenging House Rules

CAMPAIGN UPKEEP : Based on Second Edition, Dark Uprising & Necrodamus rules


Unless playing an Uprising campaign, during post-battle actions each gang must :

Either pay 3 credits, or pay 1 meat portion, per gang member as upkeep each week or post-battle phase.
Any gang member who has not had this upkeep paid for them, gains the starvation status.
Outlaw & Chaos gangs can use cannibalize (Basic), instead of coup de grace, to gain 1 meat portion.
Outlaw & Chaos gangs can use the following sources for meat also.

Meat portions can be ‘acquired’ from fighters on a 1-for-1 basis:
‘Retired’ fighter.
Captured fighter (require a chance to be rescued as normal). Their equipment is added to the gangs stash.
Free recruits (from Resources, Scavenging etc.).


SCAVENGING ACTIONS : Based on Dark Uprising, Necrodamus & Unoffical Expanded Campaign rules


INSTEAD of the Phase 3 Fresh Recruitment Rule :
Each fighter can be sent out to hunt for either food, scrap to sell or items to steal (Outlaws only).

D6 - Hunting for food

1 Heavy Footed
The fighter scared off any prey. This can be re-rolled if the fighter has any agility or cunning skills.

2-3 An Ash Clam
The fighter found and managed to crack open an Ash Clam, they gain 1 meat portion.

4 A Giant Rat
They killed a giant rat, though is attacked by more and unable to fully butcher it, they gain 1 meat portion.

5 A Giant Rat
They killed and butchered a giant rat, they gained 2 meat portions, and sold the pelt for 5 credits.

6 A Sumpkroc
They killed and butchered a Sumpkroc, they gain 3 meat portions, and sells the trophies for 15 credits.

OR

D6 - Scavenge and sell scrap from the wastes and underhive

1 Bad luck
Something terrible happened. Fighter goes into Recovery.

2-3 Nothing useful
They find some useless trash.

4 Some scrap
Add 5 Credits to the gang’s stash.

5 Valuable scrap
Add D3x5 Credits to the gang’s stash.

6 Big loot
Surprisingly, the fighter found something truly useful. Add D3x10 Credits to gang’s stash.

2-3 Unfortunate Encounter
Fighter goes into Recovery.

4-5 Paid in Blood
Fighter goes into Recovery.
Spend 3D6 credits on items from the House Weapon List.

6-7 Useful Find
Spend D6x10 on a single item from the House Weapon List.

8-9 Hidden Cache
Spend D6x10 credits on items from the House Weapon List.

10-11 Band of Survivors
Gain a free Ganger including additional items worth 2D6x10 credits from the House Weapon List.

12 Lost Holestead
Roll a D6:
1-5: Gain a free Ganger.
6: Gain a free Champion.
Includes 4D6x10 credits worth of items from the House Weapon List.

SECOND EDITION RULES

"The gang must spend a proportion of its income on
basic necessities such as food, drink, ammunition
and general weapon maintenance. This is
determined by cross referencing the gang’s income
with the number of models in the gang.
The more models in a gang the more it costs to
maintain, to buy ammo, grub, booze and so forth.
The number indicated on the chart below is the profit
in credits earned after deducting basic maintenance
costs. The profit is added to the gang’s stash.

DARK UPRISING & NECRODAMUS CAMPAIGN PHASE 3 STARVATION & SCAVENGING RULES

"‘Trade’ fighters into Meat portions (one-to-one basis):

1 Meat portion per Captive (after having a chance to be rescued).
1 Meat portion per ‘retired’ fighter.

Scenario rewards:
Do not earn any credits!
+1 Meat Portion per enemy fighter OoA.
+1 Scavenging Roll for winning.
+1 Scavenging roll per Loot (counter/casket) claimed (in addition to normal loot rewards).

SCAVENGING (PHASE 3)
Scavenging rolls can be gained from scenarios, Resources or other rewards.
Each Scavenging roll can be used to roll once on the Scavenging table after any battle.
Any number of available Scavenging rolls can be made simultaneously or stashed.

2D6 Scavenging
2-3 Unfortunate Encounter
A random fighter suffers a Lasting Injury roll.
4-5 Paid in Blood
A random fighter suffers a Lasting Injury roll.
Spend 3D6 credits on items from the House Weapon List.
6-7 Useful Scrap
Spend D6x10 on a single item from the House Weapon List.
8-9 Hidden Cache
Spend D6x10 credits on items from the House Weapon List.
10-11 Band of Survivors
Gain a free Ganger including additional items worth 2D6x10 credits from the House Weapon List.
12 Lost Holestead
Roll a D6:
1-5: Gain a free Ganger.

STARVATION (PHASE 3)
Meat can be gained from scenarios, Resources or other rewards.

Gangs must feed each fighter with 1 Meat portion after each battle
(including after the last battle before Starvation comes into effect) to stave off hunger.
Meat portions can be ‘acquired’ from fighters on a 1-for-1 basis:
‘Retired’ fighter.
Captured fighter (require a chance to be rescued as normal).
Free recruits (from Resources, Scavenging etc.).
If a fighter is turned into meat, the weapons and wargear are added to the gang’s Stash.

STARVING
If the gang can't feed a fighter (or choose not to), the fighter gains the Starvation condition.
Fighters remain Starving until eating a portion of Meat after a battle or cannibalise a downed opponent.
Starvation has the following effects:

-1 S (for Strength tests, unarmed attacks and Melee weapons).
Can make the Cannibalise (Basic) action.
Must pass a Willpower test when activating if a Seriously Injured fighter (friend & foe) is within maximum Charge range, or Charge the Seriously Injured fighter and perform a Cannibalise (Basic) action. If the target can’t be reached (for any reason), use the activation to move as close as possible to the downed fighter.
If a Coup de Grace action can be made (against an enemy), the fighter must instead make a Cannibalise action."


EXPANDED CAMPAIGN RULES

"SCAVENGING ACTION

Gangers and Juves, who usually have no better things to
do between battles, can be sent by their Leaders to search
through trash heaps and find “opportunities”. This action
can be made by any Fighter with Juve or Ganger type.

D6 Scavenge loot

1 Bad luck. Something terrible happened. Fighter
goes into Recovery.

2-3 Nothing useful. They find some useless thrash.

4 Some trash. Add 5 Credits to Gang’s the
Stash.

5 Valuable trash. Add D3x5 Credits to the
Gang’s Stash.

6 Big loot. Surprisingly, ganger found something
truly useful. Add D3x10 Credits to Gang’s Stash"

"In old necromunda the outlaw gangs had 1 territory, so 1 worked that and all the others could scavenge.
Scavenge brought 1D6 credits
The upkeep was 3 credit per gangmember. This was described as for food, ammo and such.
There were a few exceptions like 4 credits for a some. But that was it."
