N18 Can Hangers-on be used in combat?

Are Hangers-on allowed to be used in combat? The rulebook states that they 'normally do not fight,' except when defending an attacked territory. But could I, as an Outlaw Gang, for example, take a Heretek into battle offensively?

it's not specifically mentioned, but they say that 'some fighters may need a bit of rebalancing' and you need permission for it from your arbitrator.
By example using an ammo-jack as a gang leader would become an active fighter in skirmish battles. but this is a 'rebalance' your arbitrator would have to allow. to not disadvantage your opponents (excessivelly)

An Outcasts gang could elevate a Hanger-On into a Leader, - as Hobo mentions above.

In general though, there are a few Hangers-On with the special rule
Part of the Crew: Unlike other Hangers-on, this fighter is always ready for a fight. As long as this fighter is part of the gang roster, they are treated just like a regular Ganger for the purposes of selecting a crew. Therefore, this fighter may be chosen or randomly selected as part of their gang’s starting crew just like any other Ganger.
which has those specific Hangers-On always able to be chosen (deliberately or randomly) for any scenario.

MOST Hangers-On, though, such as the Heretek, follow the general rule for Hangers-On:
should a battle take place on the gang’s own turf (i.e. when the gang has the Home Turf Advantage in a scenario), roll a D6 for each Hanger-on before choosing a crew. On a roll of 1, 2 or 3, the Hanger-on is unfortunate enough to be around when the fighting starts, and must be included as part of the crew.
so can only be fielded as part of the crew if (1) the gang has Home Turf Advantage in a scenario (not all scenarios include it, and those that do generally give it only to the defender), and (2) rolls a 1-3 on a D6. Otherwise they stay off-table.

That doesn't stop me from painting up a good model of them, though.
