with the new core rule book now out a discussion has arisen in our group about CGC weapons in the trading post.

One side of the coin (not my opinion) is the new book is a consolidation with all the trading post items already in it.

the other side of the debate. the new core rules don't ignore the house books or the books of etc so they're still part of the trading post they just were not reprinted in there because its the core rules and GW are not reprinting anything from the books of or house books so what they say still stands?

in short, we're playing the N95 esq rule variant in the new book and I wanted to give my Ogryns butchers cleavers or boning swords...I also want to chaos corrupt them but that's a different story. I've been told, "They're not in the new TP/BM so you don't have access to them and can't take them". Why would the new book not allow this? and is there anyway way of convincing someone that it should in fact be allowed

I don't see any reason why the new book won't allow this. A lot of content is not in the new book. Can quote someone who investigated this closer than me:

Someone else made an interesting point on this. Arguably Enforcer armor/ammo and CGC weapons are implicitly removed from the Tradiing Post. Because of the original N19 wording, they were only available in Dominion Campaigns that use the N18 Trading Post (Gangs of the Underhive).

Strictly speaking, RAW they are gone. On the other hand, this is very shaky wording and at a time of all-time low rules quality. So might just be how it was written back then.

This topic (among many others for the new rulebook) are also discussed in detail here:
