Anyone have any idea what scenarios these are used in? They're incredibly expensive, so I'd expect quite a bit from them!

I almost hate to break it to you, but they're included solely as futureproofing. The entry for them essentially says "These do absolutely nothing for now, but will be important in a future book."
The gauntlet scenario they did to accompany the badzone delta tiles (now on the GW website) let you "win" a chrono crystal and let you keep it because it may come in handy later.

Although no definite rules yet they aren't going away. I suspect this was a studio campaign event that we will eventually see trickle out into the wild (see murder cyborg)
