Im looking to make a gang of communist outcasts does anyone have any idea of parts to use my outcasts to seem more on theme or good kits to use for my champions I've decided to arm them with a grenade launcher and combat shot gun respectively
 
you can check out the historical ranges from anvil industries (uk) or mad robot miniatures (us).
I'm not sure what look you're trying to obtain, Russian civil war? South American guerrilla? the PLA / Chinese communist party? the NVA?

PS; you may think about using the genestealer cult rules;
they're the only gang that can swap weapons in a campaign, have acces to explosives and they have cunning/infiltrate as a base skill

Gene stealer cults is an interesting idea but I'm not going for the sneaky guerrilla types more along the lines of people's revolution a a brave but untrained milita trying its best to improve the lives of the people
 
in that case the 2 above sources, plain hive scum and/or fallout miniatures should have usefull bits

mad robot has more USSR style miniatures

More seriously though, any civilian types with some kind of unifying markings or colours to show that they’re a unified force would work just fine IMO. Not sure what would set them aside as specifically communists though.

madrobot minis had a few heads with ushankas, and WW2 style miniatures, anvil industries has AK style autoguns.
I assume the easiest way to convert would be to just include red books/armbands?

(avoids making monty python style jokes about Marxists, Leninists, Trotskyists, Maoïsts or the multiple forms of anarchists)
 
Some kind of cloth tied round the arm is often used by freedom fighter types as identification. Easy done with greenstuff on any armed civilian type models.

Don't forget to have a leader (and a couple of champions) that are far better dressed, armed and fed than the rest.

Cawdor / Redemptionist theme would actually work perfectly given how much better dressed and equipped the Redemptionists are than their flock.

Definitely no Slop Hauler allowed.
 
Actually was talking with my arbitrater and we came up with the rule that I only get half of any income from territories but get d3 hive scum at the start of a game and for each territory I control i get +1 to that roll to a max of 6

That's actually a really good idea the arm bands shouldn't be hard to make either
 
in Necromunda; a guilder? a self styled people's commissar?
More like a noble gotten access to old texts on old terran philosophy and learning empathy for the peons which gets her booted from her house but I'm thinking of having one of my champions be the commisar type
