N18 Dominion Campaign - Territory boon question

So I'm playing a Delaque gang and the Drinking Hole special boon says:

"A Delaque gang may not use the standard Boon. Instead, the player of the Delaque gang that controls this Territory may nominate three enemy fighters at the start of the battle, and places an Intoxicated marker on each fight to show that their drink was spiked. The marked fighters suffer -1 to all tests and checks for the duration of the battle."

Do I get to use this in all battles (as long as I hold it), or just in battles for this territory?

The Delaque territories are extremely strong if you manage to get hold of them. It’s a foolish campaign that lets them get taken over by a Delaque gang.
