N18 Gang Founding Question

Apologies if this has been hashed out elsewhere. I do not have any of the house books (just GotU) and I cannot find it in N23

Is hiring Specialists and Prospects allowed at Gang Founding?

Somewhere it has been said that Juves are advanced to Champion at the 3rd Advancement in N23. Can someone give me a page number on this?

1st question: yes off course in both cases (1 ganger can become a specialist in most gangs at gang creation - it's mentioned in the individual books)
I would also like to mention that most housebooks can be found in less legal pdf formats 'around on the web'

2nd question: someone else may answer this,
but in the 'house books' the 5th advancement is mentioned, I did hear about the 3rd advancement on Goonhammer so I assume it's credible
