N18 group activation for Corpse grinder and enforcers

hi.
im' reading some advices about starting corpse grinder or enforcer gang. but i have a question

do their leader and champions not have the group activation ( x ) since they dont have it written on their profile?
an if they dont have that skill, can they usa the "commanding presence" skill?

the group activation is not in their leaders skill section of the gang roster , sorry

the Butcher has leadership as his primary skill option , so yes he can have 'commanding presence'
the enforcer sargeant does not have leaderhip as a primary skill , so he cant to start off.

ok, but the butcher doesnt have the " activation group" skill thus he cannot make a group activation ( and add +1 for commanding presence)

To push it further, all Leaders have GA(2) and all Champions have GA(1). There are some very few exceptions to this universal pattern: Goliath Specialist Champ, Escher Specialist Champ & Ogryn Champ doesn't have GA. Ogryn Leader only got GA(1). The pattern for Ogryns seem to be 1 less GA than everyone else. There are some exceptions for alliances also, Greim, Ulanti & Catallus Leaders don't have Group Activation. Ran Lo Leader only has Group Activation (1), but that's less of an issue as there's only 1 other model in that alliance to use it on.

It's an example of a few areas where Enforcers and the Cults could do with a slight refresh in their roster just to tidy up how their rules are presented and bring them into line with the 'House of X' books and beyond.
