Gunk tank question

So I says to attain a gunk token you have to syphon (double action ) if successful you get a gunk tokin so is it automatic or a test and can't find the action in the book of the out casts or core rulebook am I missing something

it feels they where a bit lazy when writing this scenario.
I think your gangers automatically get a gunk token after they spend their double action.
