Sorry if this has already been covered somewhere else. the question of the day is if an item or piece of war gear held by a fighter can be handed off to another fighter during a game? let's say for example that fighter 1 has run out of a ammunition type and fighter 2 has that ammunition type on his card can fighter 2 give that ammunition type to fighter 1 during the game? Likewise, can a fighter recover a item from a downed fighter?

RAW
during a game: no
recover an item: normally not but for carried loot caskets I think you can.

you can still houserule these interactions if you and your opponent agree to it,
would that be a free action? a basic or simple action? do you need to pass a reload check?

there are workarounds around most ammo issues if you choose to invest in them
(tactic cards, ammo cache, hangers-on, skills )

I'd say they have to be in base contact with the fighter giving them the item useing a basic action. As far as reloading if the item is ammo, I'd say for that reload it be a basic action counting as plentiful for that reload action only.

it's houseruling so you can go as far as you and your opponent find it feasible.
allowing this for specialized Ammo / on a heavy bolter will have a different effect, compared to a stubgun with dumdum-bullets

my personal preference would be to look up/use the workarounds I mentionned above:
limited > bullet merchant
failing ammo checks > munitioneer / ammo cache / ammo jack(s) / gold plated / dependable like kin
scarce > ammo cache

there are multiple relevant tactic cards permitting ammo retools/free reloads/...
but it's getting a bit late around here, so I can't look them up quickly.

edit:
-van saar ammo dump / weapon drill / warforge
-orlock: ammo pack
-universal: lucky find/always carry a spare/fire discipline/last round/reload!

You can't recover armor for some reason. Other than that anything in the gang stach can be redistributed.

n23 core rule books p 146 " a clean house" second paragraph.

Well , not really as you can die from other sources than physical damage in the game.

But if it works for you who am I to say it doesn't do for you. :)

RAW no. No equipment swaps in game unless you free a hostage and they get their stuff back.
Weapons are explicitly forbidden to be abandoned clearly (my mama stole this gun from the factory cycles ago...).
War gear in the rules can only be swapped with a "better" version. Of course being Necromunda there is no definition to what better means.
Is the Frag grenade better than the Smoke?

On a paperwork side it could just become a nightmare on who has what.

On the armour point raised previously. Let's assume you are attempting to source it from a friendly corpse.
The corpse that had it's chest caved in with a Bolt round ruining the armour.
Or the corpse that saw bones has to cut the dented armour off to harvest prose organs... Sorry "attempt" to save the patient.
Or the corpse that was killed by a Esher gas bomb that had it's perfectly serviceable armour nicked by a hive scum while you were busy avoiding getting stabbed to death.

Plenty of reasons why the armour can't be salvaged.

Just to clarify a situation:

Gang A OOA a fighter from gang B. Can gang A steal is equipment? If so can they redistribute said equipment among them?

After all, it's not an ancestral weapon.
