Klovis has a skill that only comes into play as an Outcast leader (and the FAQ specifically mentions using him as one) so it's clearly supposed to be possible.
For Klovis in particular (but also House Agents in general) the more expensive 200 credits possible-recruitment-cost definitely undervalues everything he'd bring as a long term member of the gang. I'd be tempted to add at least 50% onto the cost to try and even things up, and 300 credits puts him in a similar value bracket to stuff like Kal Jericho, Rebel Lords or Master Charlatans.
We all know that's a classic Newcromunda doubling down on finding a justification for the rules writing mistake rather than admitting to it. Outcast leaders weren't a thing at the time Klovis was published and you'll never convince me they had that in mind when giving him the skill.
Of all the crazy things that happens on Necromunda, you put your foot down for an agent becoming outcast?!? I've seen a million movies about agents embedded in a system becoming outcasts.Crunch-wise, the cost is complicated Probably easily 'worth' more than 200.
Fluff-wise these are HOUSE agents, very much embedded within the house system rather than being outcast.
