Kingy's Enforcer Redux - Enforcer's as a gang? Yes please!

This rewrite of the Enforcer rules is my preferred version of running them in the same style as a gang – they have to manage a budget, recruit Officers and finally get a chance at some rare items!

While they still have the great equipment and access to better healthcare the original rules had, they remain limited in their numbers and have to pay for replacements and their equipment now.

That said, when they're seriously outnumbered a whole new world of pain for the gangs gets unlocked...

Minor changes to weapon lists, starting composition and injury results.
Corrected spelling mistakes and errors.
Added 2 new scenarios which need a bit of playtesting...
