I think that dive catching the drop was because agility has 3 skills in it that are useable only on 3 dimensional terrain. Catfall, clamber, and mighty leap don't make sense without 3d terrain.
Having extra skills around is going to lead to additional skills to group into sets of six. Dive + spring up is a shooting gang nightmare. You would have to have overwatch to stop the abuse possible by melee combat gangs.
