N18 Mentor and 2023 OOA XP awarding

Quick one that hopefully has a sensible answer:

Mentor states

Make a Leadership test for this model each time another friendly model within 6" gains 1 XP. If the test is passed, the other model gains an additional XP. - Hive secundus rulebook

In 2023 onwards, if a model takes another model OOA it gains 2 XP, and RAW would not get the bonus/option to from mentor.

Is this just something that has been overlooked and play that mentor applies on every XP gain, or is this a legitimate balancing rule?

Necroraw omits the "1" from the rule, has this perhaps been FAQ'd?

Balancing rule? Necromunda? No this is just bad wording. +1XP every time you gain XP.
