Is there some new wording or clarification on this?

On a 1d6, a natural 1 is:
-a) 1
-b) 1, 2

A natural roll is the actual number rolled on a die, regardless of modifiers (including the halving of the result rolled on a d6 when rolling a d3). So

if something happens on a natural roll of 1 on a d6, even if you aim have skills etc if you roll a 1 this thing happens.
if something happens on a naturall roll of 1 on a d3 and you roll a 2, the result is 1, but this thing doesn't happen. If you had rolled a 1, it would have happened.

Checked the wording and it seems identical to before. Actually forgot the status on this and thought it changed, but I think it got clarified in N23 and carried over to new edition.

Still, are you confusing D6 with D3? Because on a 1D6, a natural 1 is and always has been 1 only. However it is the D3 which is silly because it isn't a D3 at all, but as @Soulstone said above. More like an unevenly distributed D4
