hey there, I'm looking for some opinions on this enforcer gang (also I'm worried that this list is illegal rules wise) any feedback is appreciated. thank you for your time.

It's very illegal, you can't start with rookies, you don't get a specialist and you must have 2 patrolman as the same type as your captain.

The specialist thing isn't a big deal though as patrolman have no restrictions and can take special or heavy weapons
