N18 Outcasts Escher Khimerix and Phyrr cats

Good day everyone, I got a question. So, I've read book of outcasts and I am a little bit confused. I have a crazy idea and I wonder if it is possible to make it according to the book.
So as an arbitrator for a next campaign with new players we agreed to the fact that arbitrator will have his own gang and sometimes he will be involved and making players life harder.

I was thinking if it is possible to make Escher Khimerix as a outcast gang leader, 2 phyrr cats and phelynx as gangers or I can get some Hive scum and attach wild animals to them. Narrative idea
is that after a battle between goliath and escher, goliath gang won and all escher pets ranaway. Khimerix formed a pack with phyrr cats and phelynx. Now they stalk around underhive searching for prey to feast on. So, would it be completely against the rules or its a good idea? Any advice. Thank you.

RAW / in theory you could get a khimerix as an outcast leader, but I think it would end there
They do mention that it is at the arbitrators discretion.

I do like the idea and one could add a bunch of pets as a 'neutral' arbitrators gang, messing with the other gangs as they try to complete objectives.
PS: there is an Escher mission where a khimerix does just that.

Or you could try a 'menagerie' built based on a lot of pets/brutes being goaded on by a small core of trainers
I think on wellywoodwargamings 'most creative lists of last year' there where a few such lists.
 
I think this is a great idea. Usually it's just an Arbite squad or some zombies.

I wouldn't worry about "the rules". You're the Arbitrator - you ARE the rules. And you don't even need to explain it as a Goliath Escher fight gone wrong (for the girls). There are surely feral bands of cats in the underhive. These cities are 10,000 years old. Pets escape. They find each other, breed, and form packs/herds/flocks/etc., so it's completley and easily plausible for you to have long established populations of any of these beasts. I don't think you need to go so far as making one a 'gang leader' or worry about the Outcast rules. Work out something logical based on the models you have and what you want to achieve - you're not actually aiming to 'win' the game, you're just an 'environmental factor' affecting both participating gangs.

You could have a few different groups and maybe assign them territories on the map such that if the fight is in such-and-such location, that means that "Khimerix pack Gama" would be in the area and subject to jump into the game. While if the fight is in another location, then it's in "Phyrr cat tribe Echo's" territory. What are the bird things called? Maybe you have a flock of those. Or add in packs of other beasts you have models for - make up a stat line for them. And maybe some of them are good eating, and thus a target for the participating gangs - especially if you're playing the campaign where food is scarce.

I mean, “officially” perhaps not the whole lot but who cares about that!!

If it’s for an Arbitrator, used occasionally as a tool to mess with other gangs who maybe are getting too big then I don’t see any issues with making “a gang” thematically using a Khymerix as a leader, Phyrrcats as Champs and Phelynx as Gangers and Juves.

I say those designations to limit the number of Phyrrcats, to confirm to usual gang builds.

If the Arbitrator is planning on playing these all the time as an actual gang then probably not as they’re not designed that way and it’ll probably be an awful experience for someone.

I like the thematic reasons, and having them lurking waiting to pounce sounds fun - perhaps even replace the Beasts Lair with them?
