N18 Outlaws: Ok for a not-chaos cult?

Greetings!

Ever since the Outlaws models were announced for Necromunda, I've been wanting them. For what. I don't quite know yet. I'll be moving to an area of predominantly 40k and DnD players (out in the middle of nowhere). However, if there's Necromunda players in the area, an Outlaw gang sounds fun.

Though I am not at all versed in the fluff of Necromunda (only reading the Lexicanum pages), I had an idea in terms of fluff for a potential Outlaw gang: a not-Chaos cult. Basically, a gang under the direction of a Chaos Marine (won't show on the table) posing as a regular Space Marine, who are trying to gather support and resources to stage a rebellion against "those that would stray from the Emperor's light".

Part of me feels this falls a bit too much into the realm of Chaos Helots though, given the one pulling the strings would be of Chaos origin.

Where does this fluff fit best, a Chaos Helot Gang or an Outlaw Gang (and could it fit the latter?).

Bear in mind that we haven’t seen the Book of the Outcast yet, so don’t really know what the gang will be.

Based on what we do know I think your fluff could fit either Chaos Helots or Outcasts. Maybe leaning towards Outcasts if your gang don’t actually know they’re helping Chaos.

Arguably you could fit that to a Cawdor gang as well. The four "main" paths of faith are subtly themed after the four major chaos gods already.
