Hi! New to Necromunda, loving it so far. Had a discussion with my friend regarding the dual weapons rule which yield +1 attack in CC if weapon is melee or sidearm. My friend interpreted "dual weapons" as two of the same weapon, like 2 fighting knives, and that the weapon type has to be melee or sidearm. Whereas I interpret it as two weapons that both have those traits, even if they're different weapons. Anyone have any insight regarding this rule?
 
You're right and your friend is wrong. Any two weapons with the melee or sidearm trait allow an additional attack in combat, one attack at least having to be with each weapon, and no more than one attack allowed with a sidearm. Some weapons have the paired trait, which counts as wielding dual melee weapons and additionally doubles your attacks characteristic on a charge.

For a rules basis keep reading as there is an example of fighting with two different weapons and that you need to divide attacks equally between them. If it still reads the way I recall it will show the extra attack and dividing up between two different weapons.

Here is a bit of history on the topic. It's the combo of having one weapon in each hand suitable for close combat. This rule stems back decades in GW wargaming tradition. For example these guys from the 90s were dual wielding:

So any combo of Melee and/or Sidearm is sufficient of dual wielding. One weapon in each hand. This is how it's always been. The point about 2 identical weapons is called "Paired" and has other additional rules. They are streamlined into unique weapons, for example paired serrated axe, which is not the same as buying 2 serrated axes individually (unfortunately).

They seem to be thinking of Paired weapons - which yes is a more stringent requirement than dual wielding, but gives a larger bonus:

PAIRED
A fighter that is armed with Paired weapons counts as being armed with dual weapons with the Melee trait for the purposes of calculating the number of Attack dice they will roll. Additionally, when making a Charge (Double) action, their Attacks characteristic is doubled.
 
Having a "dual" weapon (I will call it a off hand weapon from now on) grants you an extra +1A in combat. Your total attacks are split between your Melee, Sidearm or unarmed attacks. A Sidearm can only be used once on a fight action but if you have two Sidearms you can attack with both once.
Most offhand weapons are not duel weapons proper. Those would be ones with the Paired Property.
Say a fighter has 2A on thier profile. They are armed with a Fighting Knife (thier original weapon) and a Power Hammer (which they acquired later). They have a Laspistol.
All three weapons can be used in Fight actions and grant the offhand extra attack. You fighter is charged so you have 3A which you can split between two of your weapons (two hands) or unarmed attacks. Assuming you have Str3 both your Knife and hammer are better options than your pistol and unarmed strikes. You assign 2A to your hammer and 1A to the knife. Should you charge and gain a extra attack bringing your fighter to 4A so you have 2A for each weapon.
