Tech merchant and tech bazaar interaction

I have a question regarding if the tech merchant and tech bazaar interact in a specific way. Can the tech merchant -2 to the rarity of an item be used to lower the rarity of an item purchased using the tech bazaar half price bonus. Eg, if I roll a 9 for the tech bazaar, could I get a melta gun for half price by having the tech merchant reduce its rarity from 11 to 9. Or does the merchant only apply to the trading post actions and not the bazaar. Thanks

Techno-baubles: If a gang has a Tech-merchant, it may reduce the Rare and/or Illegal value of any item in the Trading Post or the Black Market by 2, to a minimum of 7+. If this reduction would cause the Rare or Illegal value to fall below 7+, the item instead becomes Common.

Friends in the Trade: During every post-battle sequence, the cost of one item found in the Trading Post or Black Market may be reduced by D3x10 credits, to a minimum of 20 credits.

Equipment: Select one Leader or Champion to make a Haggle post-battle action. Roll 2D6. The gang may immediately choose one Rare (X) item from the Trading Post where X is less than or equal to the dice roll and add it to their Stash for half of its usual value, rounded down. If the roll is lower than 7, pick a Common weapon or piece of equipment to add to the gang’s Stash for half of its usual value, rounded down. If the roll is 3 or lower, then the fighter proves to be very poor at haggling and no equipment is gained. If the fighter selected has Exotic Furs, add +1 to the result of the 2D6 dice roll.

It is a good question. Here is the text to help. The Tech Merchant does not seem to consider questions of timing -
The Haggle Post Battle Action would happen at the same time as Trade and Medical Escort Post-Battle Actions, which is to say before the Rare Trade roll and accessing the Trading Post. There is nothing to suggest WHEN the Techno-Baubles effect is applied, and the Dominion territories were published before the House of Artifice.

Friends In The Trade though seems to definitely apply during "visit the Trading Post," which happens after Post Battle Actions like Trade and Haggle, so it does not look like the price reduction effects would stack, at least. My gut suggests that the intent was not for them to stack - that like Friends In The Trade, Techno-Baubles was intended to apply during "Visit the Trading Post," that is to say step 6 of the "sequence," rather than before "Post-Battle Actions" in Step 5.
