N18 Trading Post Rarity Roll

Ok, so, my group and I need some clarification since different sources say different things.

In a Dominion campaign (and/or in general) what modifications are made for a Law-abiding gang to buy Illegal items and vice versa?

I've seen -4 to your roll, I've seen -1, I've seen nothing.
 
Leader: +2
Champion: +1
Per full 10 Rep: +1
Law Abiding - Illegal (X) penalty: -4
Wasteland: -3 (instead of -4)

This is what I got, it should be according to N23 rulebook and all other sources.

N23 is official GW rules released in 2023. Typically every year (and even every book) the rules change. Case in point the N21 TP pdf and N23 rulebook.

No, that doesn't exist (if it did, it would be included in my list above).

N19 used to have symmetrical penalties for law-abiding and outlaw, but the divide didn't separate illegal vs non-illegal (rare), but rather trading post (common & rare) vs black market (common, rare & illegal) if memory serves me right.

Also, Outlaw gangs have a variety of penalties around collecting bounties, that law abiding gangs do not have, so that may have been part of the reasoning behind the "trading post asymmetry"?

On a couple of occasions, a couple of guys in our group got REALLY creative with skills and such and boosted TP Rarity rolls to +8-ish. One even "sold" Rarity rolls. We don't game with them no more.
