Depending on the size you want, a mechanical pencil with a metal tip warmed in a flame and pressed lightly into plastic can be used to create uniform circles in whatever pattern you fancy. I've done it with green stuff so no reason it won't work on the plastic itself if you heat it.

For larger circles, a biro with a metal ferrule would work.

i intended:
say I greenstuff/milliput cop ponchos on my enforcers and I would like them to have a yellow painted 'circle' on their chests.
is there an easy way to obtain a yellow painted circle on a non-flat surface? (the guns won't be in the way)
 
You could punch a hole in a piece of greaseproof paper with a hole punch, cut that out as a small template, dampen it so it's flexible and use it as a template for the circle?
 
yes, but with yellow 'over' black I would need multiple coats of white (and purple oilpaint/yellow) and I'm worried they might detach in between
and this on over a dozen mini's

I'm sure there are yellow circle decals available for Space Marines or Guard. If there aren't any to buy you can buy blank decal sheets to print on (make sure you use the correct type for inkjet or laser printer!). You'll probably want the white-backed ones for a brighter yellow finish. I tend to run with A5 size as most manageable, easier to fill a sheet with all the designs you need.

Decals are easy to apply to uneven surfaces with Microsol and Microset. Those bottles of magic are just wonderful for applying decals. Plenty tutorials on YouTube for using them, but I'd be happy to type up a quick instruction post if you need.

is it better to varnish inbetween if I add other decals on top of the yellow areas?
 
Yes, gloss varnish the area you want the initial decal, then again before any further decals otherwise further uses of MicroSet will shift your earlier decal. Once everything is done your final layer will be matt varnish to hide the shininess of the decal.

Avaland Sunset is actually quite a good base paint for getting yellow down and it goes on over black nicely.

Ideally yes, yellow transfers would be useful if you can get them in enough quantity and opaque enough.
 
1/4" = 0,63 cm, it could work for vehicles but it's too big for subjugators.
the original circles on the mini's are are 0,4 cm


my current yellow recipe is a bit more complex, with a few steps that could er... bork up the coat:
(for reference)
-white basecoat
-dark purple oilwash
-dark purple oil shadow layer (thicker wash brushed away with a dry brush without spirit)
-cleanup around the yellow parts with spirits
-2 parts contrast medium + 1 part vallejo moon yellow)
 
Amusingly the Goblin Green with the black lid is a very different shade of green to the one with the white lid. I have both but just use Vallejo Goblin Green these days.
I know. I remember being very annoyed at the change.

Does the Vallejo not have a bit to much blue in it? I use the coat d arms version which I think is the closest but not quite as vibrant.
 
it's f.... cold here in Frane but the worst is that the heat is for the whole building and not at the convenance of those who live there.... so mandatory end of september cold... more time to read i guess.
 
Many apartments in France follow a universal heating system like the British Army used to have don't they? On at the end of October and off at the end of April, what the weather is doing does not matter at all.
