Strictly, perhaps - but where do you draw the line? For instance, isn't plasticard manufactured material? Some people would use toy parts, or even whole toys, and still call the result a scratchbuild.
At the other extreme, a kitbash can be - and usually is - largely just assembling a model as intended, with alternative parts (e.g. using a different arm where the arm goes). But a more elaborate one might involve lots of greenstuff or other material - but then it's no longer just bashing together parts of different kits.
So, I think they're really on a continuum, rather than being entirely distinct. That is, there's a grey area between what's clearly scratchbuilding and what's clearly just kitbashing. What one person calls a scratchbuild someone else might call a kitbash and it's pointless to argue about the semantics.
I almost said 'almost scratchbuilding' but the point I wanted to emphasise is the approach: to look at a pile of random stuff and think 'what can I make out of this?' Even if using manufactured parts, this is more in the spirit of scratchbuilding - i.e. forget any thought of following instructions, but take whatever you have to hand and let your imagination run wild.
