I'd like to know the theme early so I can gather supplies. Or is that technically called "cheating"?
I've been thinking the same thing... collecting bits for all of the options isn't considered madness is it?
I can understand the appeal of brainstorming time. But I like to play around with bitz in order to come up with ideas. And once they start coming together, it's easy to get the glue and start building.

Some people are masters of the blade, some are able to shoot a tossed coin mid-flight. Some people can see a rat run past from a hundred steps away, some sleep with a pillow under their gun. But what is all that good for, when somebody can force you to shove a live grenade into your pants just from staring at you, or to set your sorry little hut alight by snapping their fingers?
Build and paint a psyker, magician, or anybody who can manipulate the world around by thoughts alone.

Build and paint someone being punished for their misdemeanours - they could be in the stocks, dangling in a cage, receiving 50 lashes from an excessively keen enforcer... extra super bonus additional yak points* if the punishee is Troll related.

Necromundify a Warhammer FB or AoS mini.

Make something from toys that aren't meant as gaming models. Can be terrain, minis, whatever you like as long as its at least 50% toys.

Theres no way of me disproving anything, but if you write something like “I just painted this and it accidently fits the theme” then I will have to dissqualify it!

I almost started building something this morning, based on how I voted... Maybe I'll wait for the vote to end first? Seems like a good strategy, yes.
I already have things in progress that would fit at least two of these themes, but would of course start new things.
I just built and primed some stuff, but luckily none of it fits any of the themes up for vote. Yay me?
If you started converting the Empire's Luminark to serve you in the Ash Wastes, with set of pillories all around it, you have 80% chance to match the theme before voting has concluded!
I really hope its the toy one.

I've thought of one that can fit every possible category, I just have to hunt down the parts, which could be in any/all of three different houses 
I've had a couple ideas that actually fit into a few categories but I've held off mutilating the kid's toys so far!

I thought the comp began on the 1st, so was hoping I could start work on it tomorrow. But it occurred to me that the poll may not close until the end of the day (23:59).

I could go for any of these. But a few already match some of my plans. I have yet another bag of toys and parts ready for priming.
It's uncanny that I was already literally planning an orange haired troll in a cage... but that needs an order.
I'm gonna use some Lego wheels, toys and spare parts for a land train at some point.
I have a motorcycle shop planned out with the scale toy bikes I've been hoarding. May as well make a parking lot section as well for the cars and trucks.
I have a "Robot Rodeo" plan. that I just made a sign for but have done no other work on. But that would be my Sid entry despite using toys in lots of terrain projects.
Wasn't planning on a Psyker but I have plenty of parts. It would be a good excuse to try out hot glue energy crackles.

I really hope its ash wastes after my spend today at element games. 
4 tamiya 1/35 kits and a tau piranha will make up my convoy to the wastes. 
and I also know this is going to eat up my time but if it's another theme I shall do that too
