Grapple hawks from the rogue trader RPG, they have syringes in their claws that subdue their victims, dependent on the victims size they can drag them away or stay and ensure they don’t get back up again until the enforcers arrive
The models are aether wings from aos although I gave one two heads for a proper Aquila look, and as resmire says they sort of counted as ripper jacks in game
