Suggested rules for a new campaign

I’m starting a n17 campaign in Austin Texas and I wanted people’s thoughts on the rules I’m using.
Dominion system.
All gangs legal using the most updated rules.
Dangerous footing card banned.
Using both the regular faq and yak tribe faq. Yay tribe faq has primacy if they are in conflict.
Immediate and permanent expulsion if caught purposely cheating.
Possibly credit fine in cases where the rules are miss represented to a players. Benefit.
Small benefit awarded to players that have at least 8 painted models (I’m thinking a one time hired gun free of charge).
Proxies are legal but should be limited.
 
Additionally
Players may freely add and remove equipment from fighters.
Venitors who purchase a gang legacy may not trade equipment that is unique to a gangs equipment list or purchased at a discount.
As many games can be played as a player wishes however you may not play the same person more than twice.
A player may only make two challenges per week for territory. Additional games may be played but no territory will change hands.
 
"Possibly credit fine in cases where the rules are miss represented to a players" - I would say that this could be a problem beacuse of ambiguity of Underhive rules. Maybe fine only when misinterpretation was clearly intentional?
I would add some small benefit for good sportsmanship.
 
It’s meant to restore balance if some has been gaining a significant advantage because of a clear misinterpretation. Not if the rules are ambiguous. Honestly its the rule I’m most iffy about. I don’t want people to be concerned that I’m going to be hovering over then looking to hand out fines. I do want people to at least read the rules carefully.
 
Apart from the fines - Which it sounds like you are being pretty sensible about, the only one I wasn't sure of was:
Proxies are legal but should be limited.

Proxies as in: 'My lasrifle ganger miniature represents a Lascannon Champion'
or
Proxies as in: 'My Raging Heroes Miniature with a Heavy Bolter represents an Escher Miniature with the same load-out'

The first I hate, but the second I think should be allowed without question.
(So long as the weapon looks like what it is supposed to be and the opponent knows what it is)

I want the weapon to be in the same class. A rifle type weapon representing a rifle type weapon. Auto gun being a lasgun. Heavy weapon type representing a heavy weapon. Hv stubber to hv bolter. I just want to keep things from getting confusing. I don’t want to be seeing chainsword plasma guns.

Seems more than fair enough! (those chainsword plasma guns are always a surprise)
