As with all Necro rules wooliness, go with the narrative. The point of the rule is you need one hand to steer your bike, so of course you can't use paired weapons you lunatic. Go and join a Genestealer cult and come back with a third arm and maybe we might have a discussion.
And I imagine that he would definitely come off said bike at that point, as flailing nearly anything on a bike will make you lose balance. If you wanted to create a kamikaze action where someone drives in and let's go of the steering wheel handlebars to use each of the paired weapons, getting 1A with each and a final hit using the "I get knocked down...." Rule as well as taking an equal "I get knocked down..." Goliath Warboys (very rough) idea.I’m scratching my head a bit how to build a Goliath (and other gangs) gang for the Ash Wastes.
Part of me just wants a bunch of gene smithed up Goliath bikers, but the other part wants mad max with a bunch of vehicles.
Im thinking 3x vehicles to start with:
1x WolfQuad —-220
Quad . 70
Crew . 20
Heavy stubber . 130
2x Medium vehicle build —- 230
Med vehicle (tracks/wheels) . 130
Crew . 20
Grenade launcher . 65
Transport bed . 15
This leaves 720pts for the gang which is not a lot. But then again, the vehicles are providing 2x grenade launchers with frag and krak, and a heavy stubber.
Currently noodling through this Goliath list to pair with the vehicles which meets the min criteria, but not sure.

What kind of road warrior gangs are you guys planning?
You may want to go for engine shell, crash cage and redundant drive so your ridgehauler doesn't get popped first turn. It's amazing how easy a mining laser can pop one of these first shot of a game and leave your gang stranded, especially when it's going to get bombarded by the enemy gan.Road Rage Rams (1400 creds):
- Cargo-8 Ridgehauler (395 cr) with: Promethium tank, Reinforced armor, Tire claws, All-wheel steering, Nitro burner, Smoke vents and Boarding ramp. No guns yet!
- CC Forge tyrant and 1x CC Forge boss
- Grenade launcher specialist and 4x Gangers with Shotguns
So, the idea is to treat the Cargo-8 mainly as a Fast transport and Ramming vehicle the entire gang raids on top of. That is partially why I'm taking the Promethium tank instead of the Munitorum container: the tank has an extra 'transport bed' on top of it (and for now you have to scratch build it yourself anyway, so...), so more model's bases can fit on it.
The plan is for the Cargo-8 to just drive at the enemy at max speed (all its actions), maybe even Full throttle on the 1st round of the game to go 24" strait ahead, while the gangers riding on it, do all the aiming/shooting and if we get close to enemy vehicles the characters can use the Boarding ramps to jump onto those vehicles on 2+ Initiative and hack them apart with Renderisers (later to be upgraded to Heavy Rock cutters or Power fists).
If the vehicle survives the battle, the gang will generate extra income to eventually hire a Bullet merchant to supply all the shotgunners with Executioner and Firestorm ammo (at that point also the Cargoo-8 would get a Combat shotgun+Firestorm ammo, since the Bullet merchant changes it from Limited into Scarce and the Promethium tank removes Scarce from Blaze weapons).
As the campaign progresses, the Cargo-8 would get extra trailers with either Promethium tanks (for more transport area as the gang grows in numbers) or Munitorum containers (if I want to add more guns to the vehicle, but shooting would take actions away from just driving/ramming).
Additional vehicles will likely be first a couple of the Goliath's ramming bikes (again without guns to focus solely on driving around at max speed and ramming stuff) and eventually a Goliat Rockgrinder without guns for more heavy duty ramming and transport of CC maniacs that will be jumping off from it onto other vehicles after we ram into them.
You probably get the idea: we're Ramming everything all the time, like a Goliath should.
